If your roses are just starting into growth

It is a great time to give them all some blood fish and bone to get them going.
Carefully, scrape away a little of the earth surrounding each bush and sprinkle in a handful of blood fish and bone.
Then work in very lightly covering up the rose to the original depth.

Rose have roots close to the surface and will sucker if they are damaged, so take care not to scrape the earth too deeply, a cm or so is sufficient. The next rain shower will wash it down to the roots.
