Why are these Banana Peppers growing so slowly?

After a month and a half, these about an inch and a half tall. Admittidly, I started these from seed, but they should be bigger by now.
They are in good top soil (purchased from the local landscape supply a couple of months ago.) They get lots of full sunlight too. The beefsteak tomatoes transplanted into the same bed are about 2-3 feet tall.

I don’t know, but it’s happening to me too! Except it’s been three months, and the neighboring tomatoes in my bed are closer to 6’ by now. And the peppers are still puny.
If you find out, let me know. Because right now, it looks like I’ll be getting my peppers from the farmer’s market from now on.

I’m wondering if they have some sort of stunting virus/bacteria/thingy. I had the same thing with my bell peppers. All but one of them died shortly after a hail storm, but nothing else died and, to be honest, it looked more like damping off than hail damage, even though they’d been around a while. They never did get any bigger than the one in your picture. Perhaps they are all survivors of damping off, getting on to a very slow start? My bell pepper has finally gotten big enough to flower, but it is way behind my other plants.
