1. Raise seedlings in small pots (plant 4 per pot and then thin to the two strongest)
2. If in summer then it needs cool partial sun area. If winter, full sun, also I think it enjoys the frost.
3. Transplant to larger pot when 5-10 cm tall.
About 1 Litre Water every 2-3 days in summer, 3-4 days in winter.
Seasol in water every 2 weeks (strengthens the plant)
Osmocote (Herb) every month (this is considered too much but the water causes the fertiliser to run off sometimes)
Hope this helps.
