Mine are ok, bit slow for some reason but my tom plants are going great. They are a few inches the chilli plants (bell peppers are biggest) about 8 leaves or so maybe bit more.
Expect em to get bigger and start budding mid may late may which is the best time imo for em.

Yes the buds are the flowers starting. Sounds like your plants are progressing well – should be a good harvest. Mine have buds too. the Flowers take a while to bloom and then the chilli starts when the flower petals drop. the chilli takes a while to develop and ripen.
