What's my plant?

Here’s a plant I love… I think it was planted a couple years ago and I’ve been transplanting it since… it is very vigorous, low maintenance, grows in rock garden, very poor soil and is very hardy (winter temperatures here go as low as -25C and even more).
Hints anyone?
