So I finally settled on a solution for my sad bees ( http://myfolia.com/journals/105540-bare-feet-save-lives-otherwise-known-as-me-and-the-bees )
I had a couple cheap plastic plates from Poundland that I’d been using under pots around the garden but I thought even they might not quite be shallow enough so I’ve put some little pressed glass “stones” in the bottoms of the plates and fill the water to halfway up. That way if any bees fall in they can find purchase and climb back out quickly. I hope.

I didn’t even think of hedgehogs, but I fully expect to find the cat from next door drinking from it.
