anelson's Thugs gone wild garden

This is a terrace above a retaining wall on the east side of the house, behind the lower rockery. We dont see this part of the yard from the house, and when we moved in it had gone completely wild. I would leave it that way, but our neighbor, who does has a view of the mess from her living room, keeps complaining to us about how it looks. I have weeded the whole thing several times, uncovering the remnants of what used to be a perennial garden, and added what I hoped were tough perennials that would hold their own. However the deep rooted perennial weeds come back each time worse than before. The soil is clay, wet and mucky in winter, bone dry and brick-like by late summer. There is no easy way to water it. Our current strategy is to add fast growing drought tolerant shrubs which we hope will soon grow big enough to shade out the weeds, and to encourage the invasive ornamental types.
